add new variable at init.conf skeleton for the 66-boot change to handle the boot inside a container and avoid creation of the logger

change arguments to follow s6-svscan change: arguments are now start,stop,reload,nuke,zombies. add -d and -t for scandir start time

change interface: owner argument is now an option and argument are create|remove. The up option is splitted to 66-scanctl. add -B to boot inside a container. Add -c to not define a logger. remove deprecated option at s6-svc and switch -B -C (which is renamed -c) to be consistent with 66-scandir program

deprecates options -c|m|C|i at 66-enable and add option -I. Pass to the new configuration file format at ssexec_env.
